DCSA—Environment

With world class technical expertise, leading edge technology and innovative project delivery capability around the world, AECOM’s global environmental practice helps industry and government meet their business goals – to achieve compliance, reduce or eliminate risks and manage impacts. We provide advisory and technical services to help clients cleanup and close contaminated sites and surplus operational facilities and restore them for reuse, plan and permit new facilities, address critical climate change issues, restore habitats and water quality, protect natural and cultural resources, maintain compliance, and cost effectively manage residuals and wastes.

The responsibilities include but are not limited to:

UXO Technician III:

a. Performs reconnaissance and classification of UXO. Identifies U.S. and foreign guided missiles, bombs and bomb fuzes, projectiles and projectile fuzes, grenades and grenade fuzes, rockets and rocket fuzes, land mines and associated components, pyrotechnic items, military explosives, and demolition materials.

b. Performs data entry in hand-held GPS units.

c. Supervises the location of subsurface UXO using military and/or civilian magnetometers or all-metals detectors.

  1. Supervises the:

  2. Excavation and recovery of subsurface UXO.

  3. Construction of UXO-related protective works.

  4. Location of surface UXO by visual means.

  5. Transporting and storing UXO assuring compliance with federal, State, and local laws.

  6. Disposal of UXO by burning/detonation.

  7. Preparation of a UXO disposal site.

  8. Preparation of an on-site safe holding area for UXO.

  9. Determines UXO-related storage compatibility.

  10. Prepares an explosives storage plan.

  11. Supervises donning and doffing of personal protective equipment, operation of a personnel decontamination station, and maintenance and operator checks on all team equipment.

  12. Prepares UXO-related administrative reports and standard operating procedures.

  13. Conducts daily team safety briefing.

d. Supervises segregation of UXO-related scrap from non-UXO-related scrap, safe-handling procedures, team preventive medicine, and field sanitation procedures.

  1. Performs risk hazard analysis; interpret x-ray of UXO.

  2. Supervises field expedient identification procedures to ID explosives contaminated soil, the determining of a magnetic azimuth using a lensatic compass, emergency leak sealing and packaging of chemical warfare material.

  • Works under general supervision.

Minimum Requirements

  • High school diploma or GED equivalent

  • 4+ Years of relevant experience

In accordance with Department of Defense Explosives Safety Board Technical Paper 18 (DDESB TP-18), a UXO Technician III shall meet the following minimum requirements:

  • Graduate of a military EOD assistant course; or an accredited UXO technician training course; or military EOD school of the US, Canada, Great Britain, Germany, or Australia.

  • Minimum 8 years prior military EOD experience with at least 1 year prior MEC-related experience or minimum 8 years MEC-related experience as defined by DDESB TP-18 in munitions response actions or range clearance activities, as appropriate for the contracted operation.

Additionally, the candidate must possess:

  • 40-hr OSHA HAZWOPER training certificate

  • 8-hr HAZWOPER Supervisor training certificate

  • Valid driver’s license

Candidate must also:

  • Pass a State and Federal criminal history/security background check; many projects/ clients are security sensitive.

  • Pass pre-employment drug screen.

  • Participate in and successfully complete a post-offer, pre-employment fitness for duty questionnaire.

  • Physically able, with or without an accommodation, to work in outdoor environments with uneven terrain, variable outdoor conditions including heat, cold, moisture, dust and noise; position requires lifting of weight up to 25 lbs for 50% of the day; lifting of weight 25-50 lbs for 25-50% of the day; walking/standing greater than 50% of the day and stooping/bending 25-50% of the day. Position will include wearing associated personal protective equipment, including respirator equipment.

  • This position is contingent upon passing a Fit for Duty exam by receiving a medically “qualified” fit for duty result letter indicating the employee is medically “qualified” to conduct work activities at the jobsite. The Fit for Duty medical exam consists of a Harvard Stress Test and a human performance evaluation with a requirement to demonstrate the ability to lift 50 pounds. The Harvard Stress Test is a type of cardiac stress test used for detecting and diagnosing cardiovascular disease. It also is a good measurement of fitness and a person's ability to recover after strenuous exercise. In addition to these tests, medical tests will be administered that are required for the annual HAZWOPER exam.

  • Participate in and successfully complete post-offer, pre-employment baseline physical in accordance with 29 CFR 1910.120. Thereafter, candidate must also comply with OSHA (29 CFR 1910.120) requirements including 40hr/8 hr, medical surveillance.

Preferred Qualifications

  • Explosive Ordnance Disposal certificate.

  • Graduate of an OSHA-compliant 8-hour Management and Supervisor Training course.

  • Previous UXO team leader experience including data entry in hand-held GPS units.

  • Prior site experience at Former Fort Glenn, Alaska.
