AECOM Lead, Personnel Security Services in Arlington - VA, Virginia

Job Summary

This is a full-time position which can be located in any AECOM office in the U.S.

The Personnel Security Lead centrally manages all background investigation, security clearance and access requirements for the corporation, providing a Personnel Security (PERSEC) Center of Excellence to all corporate and subsidiary cleared facilities. This position reports to the Director of Government Security.

  • Initiate national security background investigations utilizing the Electronic Questionnaires for Investigations Processing (e-Qip) through the Joint Personnel Adjudication System (JPAS).

  • Collaborate with Facility Security Officers (FSOs) and Program Managers to promote the highest levels of operational and program support.

  • Proactively coordinate with Recruiting, Talent Acquisition, and Human Resources to provide Security Pre-Screening for all applicants requiring a security clearance or Position of Trust.

  • Provide personnel security subject matter expertise towards business development efforts; assist in responding to requests for information, proposal development, and qualifications.

  • Assist employees/candidates in completion of forms and investigation packages; conduct detailed review of submissions to ensure the highest levels of quality control and success.

  • Centrally process fingerprints via Secure Web Fingerprint Transmission program.

  • Manage enterprise-wide JPAS requirements, providing Primary back-up to all FSOs.

  • Administer Adverse Information reporting and response requirements, support Department of Hearings and Appeals inquiries and internal investigations as may be required.

  • Support Sensitive Compartmented Information and Special Access Program access requirements; coordinate intelligence community/DoD reciprocity and crossovers.

  • Assists in the development of policies, processes, procedures and training to provide for and promote all personnel security requirements and their compliance across the enterprise.

  • Develop and maintain company security information management systems, databases and other recordkeeping protocols to support data calls, metrics and other measurements.

Minimum Requirements

  • U.S. Citizen; current Top Secret personnel security clearance with SCI access eligibility.

  • Associate Degree (Bachelor preferred) in security management or related field.

  • Minimum of 5 (five) years of demonstrated, recent experience in government, national industrial security programs, preferably within the DoD and Intelligence Communities.

  • Ability to apply highly technical knowledge in solving complex problems and apply law, regulation, policy and procedures to personnel security programs and processes.

  • Demonstrated ability to perform work independently and under limited direct supervision, and consistently demonstrate proactive, positive and polite professionalism and service.

  • Active networking in government and industry security councils and other forums.

  • Training and/or certification in the National Industrial Security Program or Intelligence Communities security arena, e.g. FSO Program Management.

  • Strong working knowledge of Adjudicative Guidelines for Determining Eligibility for Access to Classified Information and their application to personnel security processes.

  • Strong oral, written and interpersonal communication, relationship and teambuilding skills.

  • Strong Microsoft Office suite and other security information management systems skills.
