Job Summary/Responsibilities

The Federal Proposal Manager provides marketing leadership and direction for US Federal government proposals, primarily for US civilian agencies. This person leads the development of SF330 submittals, capability statements, proposals, presentations, and other sales deliverables. They work across the AECOM organization with multiple business lines and regions primarily to win IDIQ and BPA contracts, and also to win large task orders. Pursuits are generally multi-disciplinary and may range from $1 million to $100 million in contract value.

Responsibilities include, but are not limited to, the following:

  • Lead large proposals and presentations, from pre-RFP project positioning through to interview stage, as required

  • Provide conceptual leadership for document design while ensuring RFP instructions and internal brand guidelines pertaining to format, fonts, etc. are being followed

  • Participate in go/no-go and greenlight analyses in compliance with delegation of authority guidelines, capture planning and positioning activities as they pertain to preparation for the proposal

  • Facilitate pink and red team, quality reviews, and apply lessons learned to add value to proposals

  • Manage the implementation of proposal and presentation revisions based on direction from review teams

  • Write and edit tailored resumes and past performance sections for proposals

  • Provide or obtain grammatical and technical editing to ensure quality

  • Support debriefs and gathering of client feedback on proposals to ensure and demonstrate continuous improvement

  • Support content development related clients/markets, as requested by communications, client account managers (CAMs) and other BLs, as necessary

  • May contribute to the development and implementation/presentation of internal training content

  • Support special projects, as required

Minimum Requirements

Bachelor’s degree plus six (6) years of related experience or demonstrated equivalency of experience and/or education

Preferred Qualifications

  • Strong writing and/or editing skills (ie marketing writing, proposal writing, technical writing, copywriting, etc)

  • Experience with SF330 proposals or federal proposals
