Job Summary

AECOM is actively seeking a creative, highly talented Senior Cost Estimator/Project Specialist for immediate employment in the Arlington, VA office with the project located at the client site in Rosslyn, VA. AECOM is proud to provide our employees with exciting, challenging projects.

The incumbent will be responsible for determining and coordinating facility (building and site) cost estimating requirements; observing potential site locations; and preparing estimates for new construction, repair, and/or renovation of United States Government-owned or operated buildings worldwide. Under the Department of State (DOS) overseas building program, the size of various building units ranges from staff apartments and consular office buildings, to large construction projects such as New Embassy/Consulate compounds. Design work associated with these projects is characterized by changing physical environments for safety and security concerns. The construction costs of these projects may range from approximately $100,000 to $500,000,000.

Additional of this position include, but are not limited to:

  • Provide contractor support of the customer’s Office of Cost Management

  • Prepare cost estimates for each project phase: conceptual, schematic design, design development and construction documents for overseas construction projects and Independent Government Estimates (IGE) to facilitate contract negotiations

  • Prepare detailed cost estimates via industry accepted methods such as RS Means for small and large projects. Estimates shall be provided in UNIFORMAT II and CSI format

  • Ability to concentrate in one or more of the estimating disciplines, including architecture, mechanical, electrical, fire protection, civil and structural

  • Prepare or assist in the preparation of order-of magnitude, preliminary, definitive, change orders and check estimates using appropriate methods and techniques

  • Prepare material, equipment, and labor take-offs

  • Perform cost comparison analyses between in-house estimates and contractor estimates

  • Work with Project Managers and other disciplines to evaluate appropriateness of budgets

  • Must have an understanding of construction means, methods, and sequences.

  • Ability to read and interpret drawings, specifications, Requests-for Proposals and contracts

  • Review contract deliverables

  • Utilize the appropriate industry historical data for cost estimates

  • Prepare project and discipline estimate summaries

Basis of Estimate

  • Establish and maintain cost databases and product line specific parametric analysis tools

  • Maintain consistent and periodic communications with other estimators

  • Prepare, review and analyze A/E and Contractor

Construction estimates and bids

  • Prepare reports and draft correspondence and attend project meetings

  • Travel to and from post(s) to compile local pricing data, view proposed construction site, and to assist in meetings with contractors and local authorities

Minimum Requirements

  • Bachelor’s Degree in Engineering, Architecture, or Construction

  • 15 years of related experience

  • Due to the nature of this work, U.S. citizenship is required

  • Must possess or be able to obtain a DOS Secret level security clearance

  • Must be available for overseas travel; can be up to two-weeks

Preferred Qualifications

  • A current clearance is preferred

  • Ability to use a variety of estimating software

  • Knowledge of MCACES/MII

  • Knowledge of Success Estimator

  • Knowledge of On-Screen-Takeoff or Oasis Takeoff

  • Ability to generate project construction schedules

  • Knowledge of MS Project and Primavera
