Job Description

AECOM is seeking a DoD Federal Program Director in our Atlanta, GA office, to oversee key defense programs, manage an existing portfolio of contracts, and play a crucial role in business development efforts focused on securing new opportunities and expanding existing programs. This role demands a blend of strategic planning, program management, client relationship development, and a thorough understanding of the defense and federal contracting landscape.

Responsibilities include but are not limited to the following:

  • Lead and manage a portfolio of defense programs, ensuring successful execution, timely delivery, and adherence to DoD regulations, security requirements, and budget constraints.

  • Oversee multiple contracts simultaneously, ensuring optimal performance, cost management, and risk mitigation for each program.

  • Identify new business opportunities in the defense sector.

  • Lead the development of competitive proposals and manage the proposal process from initial opportunity identification through to contract award.

  • Negotiate contracts and agreements with federal agencies, contractors, and partners, ensuring favorable terms for the company and compliance with federal acquisition regulations (FAR).

  • Build and maintain strong relationships with key stakeholders, including DoD officials, government partners and other private sector leaders to identify growth opportunities.

  • Work closely with senior leadership to align program goals with company and DoD strategic objectives.

  • Collaborate across departments and agencies to ensure program success, resource optimization and risk mitigation.

  • Represent the company and its programs to senior government and defense officials, and advocate for solutions that drive value for both the client and our organization.

  • Regularly report on business development and program performance to senior management, recommending strategic adjustments when necessary.

  • Ensure all activities comply with legal, regulatory, and DoD-specific requirements.

  • Managing, coordinating, and administering a group of projects or one major project from conceptual stages through all phases of the projects, with the assistance of the project team.

  • Responsible for overall performance of the project team and taking the lead in reporting and ensuring project completion within budget, schedule and in conformance with specifications.

  • Reviewing contracts, scope documents, and available data for the project, and establishing schedules and budgets for compliance with project scope requirements and contract obligations. Taking leadership initiative in working with internal team members, and client departments including cost/scheduling, procurement, quality assurance, construction, contracts, legal, labor relations, finance, accounting and other services and departments as required to successfully manage projects.

  • Providing an integrated project team approach in working with designers, contractors and governing agencies.

  • Reviewing and commenting on design submissions, change orders, and contracts/sub-contracts, and representing the client's interests to ensure control of and validating that change orders are current, fair and efficiently processed.

  • Reviewing comments received from governing agencies on behalf of the client and coordinating timely resolutions.

  • Proactively monitoring critical project milestone dependencies and tracking actions which may result in risks to critical project milestones.

  • Reviewing project key performance indicators and forecasting any modifications to schedules, cost estimates, and financial reports, and effectively reconciling risks to commitments that may exceed assigned schedules and budgets.

  • Coordinating communications, stakeholder contacts and maintaining good working relationships.

  • Monitoring and controlling contractual commitments to assure work being performed is in accordance with the specifications and terms of the contracts.

  • Reviewing builder submittals and RFI documents and providing field surveillance to ensure the specified quality of design.

  • Conducting project coordination and client meetings as necessary to review progress and discuss upcoming work.

  • Working with stakeholders to negotiate and resolve conflicts, disputes, and potential claims on behalf of the client.

Qualifications

Minimum Requirements

  • BA/BS + 12 years of related experience or demonstrated equivalency of experience and/or education, including 4 years of leadership.

  • Construction background.

Preferred Requirement

  • Vertical Construction experience.

  • Previous leadership experience.

  • Experience identifying in-house expertise to deliver a client mission or identifying teaming partners across industry. 

  • Strong analytical, computer, and written and oral communication skills.

  • 10+ Years of Experience + Federal experience.

  • Experience reporting project status on a regular basis to management.

  • Experience managing day-to-day operational aspects of project and scope including project monitoring and controls during project life-cycle.

Offered compensation will be based on location and individual qualifications. The expected range is $225,000.00 - $309,000.00.
