Job Summary

AECOM has an opportunity for a highly qualified candidate to provide research, planning and analysis support to U.S. Indo-Pacific Command (USINDOPACOM) in the area of Non-Lethal Targeting Analysis and Integration.

USINDOPACOM maintains a Theater Campaign Plan (TCP) to shape the environment in the USINDOPACOM Area of Operations; Concept Plans (CONPLANs) and Operational Plans (OPLANS) to counter known threats; and the ability to respond to contingencies and crisis in theater with little to no notice.

This position will support the USINDOPACOM Operations Directorate with comprehensive and integrated analysis of plans, concepts, capabilities and threats in order to provide informed and accurate recommendations for non-lethal fires integration in a dynamic and often time-sensitive environment. The candidate for this position will lead and coordinate all aspects of theater strategic non-lethal targeting, to include non-lethal targeting and attack policy, strategic target selection, and targeting guidance across all Information Related Capabilities (IRCs) Cyber, Space, Electronic Warfare, Military Deception, Military Information Support Operations (MISO).

The candidate for this position will provide both long term assessments and short term analysis for IRCs in support of developing and real-time events that may shape Operations, Action and Activities (OAAs) in support of USINDOPACOM goals and objectives. This candidate will conduct research, both unclassified and classified, on various topics supporting ongoing and emerging operational scenarios which involve targeting and employment of capabilities resident in component inventories as well as identifying gaps in capabilities that can be addressed by new technology, capabilities, processes and procedures.

This position will provide assistance to senior-level strategic planning and briefings, including preparing formal papers and background information for USINDOPACOM senior leader consumption. The candidate for this position must be able to provide assistance on short timeline responses to specific questions pertaining to policy and operational plans; analyze subject plans and concepts for areas of concern; research and analyze various pertinent national security policies, military strategies, vulnerability assessments, threat and intelligence assessments; and inform planning efforts and new concept development.

This position will be responsible for the development and integration of non-lethal targeting options into USINDOPACOM related Concept/Operational Planning and related Planning Orders, Alert Orders, Execute Orders, operations and contingencies working with USINDOPACOM components to maximize efforts. The candidate must have experience with the Military Decision Making Process (MDMP), Mission Analysis, Joint Working Groups, and the Joint Effects Validation Board (JEVB).

The candidate must possess theater knowledge and advanced joint planning and targeting skills to include:

Knowledge of the planning continuum to include the Joint Operation Planning and Execution System (JOPES), Joint Operational Planning Process (JOPP), Joint Operating Concepts (JOC), and Joint Capabilities Areas (JCA).

Detailed knowledge of USPACOM policy and strategy and a thorough understanding of joint fires integration including linkages to parallel national interests and component command operations.

In-depth knowledge of U.S. national plans and policy (National Security Strategy (NSS), National Military Strategy (NMS), Unified Command Plan (UCP), Guidance for Employment of the Force (GEF), and Joint Strategic Capabilities Plan (JSCP).

Thorough understanding of the Military Decision Making Process (MDMP) to include mission analysis, course of action development, analysis, comparison, recommendation and approval.

Effective verbal and written communications skills in order to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials.

The candidate for this task must be able to obtain a TOP SECRET clearance and must be eligible for access to Sensitive Compartmented Information (SCI), based on current single-scope background investigations. The candidate may require access to Special Technical Operations (STO), Additional Compensatory Control Measure (ACCM), and Special Access Program (SAP) materials that require a polygraph.

Minimum Requirements

Required Experience:

  • BA or BS degree and 10 years of experience

  • 5 years experience in military operations

  • 3 years experience working in military plans

  • 3 years experience in Information Operations in the USPACOM AOR

  • 3 years experience on a senior military staff office (Service HQ, Combatant Command, OSD, JS)

  • 3 years experience in joint fires integration

  • Experience in operational and/or strategic levels of DoD planning and/or execution

  • Excellent oral and written communication skills

  • Proficient at authoring analytical or policy documents

  • Proficient at Microsoft Office applications (Word, Excel, Powerpoint)

  • Experience conducting research on a range of topics and functional areas

  • Top Secret security clearance with SCI eligibility

Preferred Qualifications

Highly Desired Experience:

  • Master's Degree from an accredited college or university or Graduation from a military command and staff college plus 10 or more years of experience in military operations

  • Graduate of the Joint Targeting Staff Course

  • Graduate of the Joint Operational Fires and Effects Course
