AECOM Right of Way Agent in Charlotte, North Carolina

Job Summary

AECOM is seeking a Right of Way Agent to provide acquisition and relocation assistance for the clients including Federal Transit Administration and North and South Carolina Department of Transportation.

Requirements and responsibilities include:

  • Conducting personal interviews with all claimants to be relocated, including business and residential

  • Preparation of a Relocation Pre-Acquisition Survey and Report in accordance with the Right-of-Way Manual and governing regulations, as necessary

  • Identify relocation needs and suggested solutions, including “Housing of Last Resort”

  • Negotiate claims in accordance with the Right-of-Way Manual, following “good faith negotiation” procedures

  • Prepare settlement documents and secure signatures

  • review right-of-way plans and make field inspections, including personal visits with property owners affected by the project

  • Attend meetings as necessary

  • Prepare condemnation documents and provide condemnation support to the client

  • Provide litigation support as necessary

  • Research public records to determine ownership and prepare title search reports

  • Prepare payment packages for claim and relocation payments

  • Provide property management services to the client as needed, including preparation of an inventory of improvements and property inspections, in accordance with the Right-of-Way Manual

  • Some overnight travel may be required

Minimum Requirements

  • BA/BS degree and 2 plus years relevant Right of Way work experience performed under the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended (Uniform Act or URA) and 49 CFR part 24 and applicable FTA Circulars

  • Must have experience in the review and evaluation of FTA:

  • Real Estate Acquisition Management Plan (RAMP)

  • Planning, budgeting, scheduling, tracking and reporting documents

  • Appraisals and appraisal review process

  • Acquisition files including offers, negotiations and contact logs

  • Relocation files including required notices, inventories, determinations, conflict of interest, claims and payments

  • Driver’s license and ability to provide own vehicle transportation.

  • Notary Public or ability to obtain Notary Public commission within 6 months

  • NC Real Estate License

  • Microsoft Office and computer proficiency

Preferred Qualifications

  • IRWA designation or certification preferred.

  • Demonstrated ability to perform basic mathematical calculations

  • Attention to detail

  • Ability to work independently and interact with diverse backgrounds and cultures

  • Demonstrate ability to express ideas clearly and effective and to write legibly

  • Ability to prioritize daily work schedule to accomplish assigned tasks

  • Ability to work in a fast-paced environment

  • Ability to maintain professionalism and a positive attitude
