Job Summary

AECOM has excellent career opportunities for a creative, highly talented, and experienced Design Manager (DM) for anticipated USAID projects in multiple locations in the Middle East. The position will report to AECOM’s East Region-Water Business Line out of Chelmsford, MA, USA.

The DM will be responsible for direct oversight of the A/E design effort, including all technical details of the work called for by the contract, and heading the local technical reviews team throughout the Task Order duration. The DM will be responsible for the management of technical activities related to the development of studies and designs for complex water and wastewater projects.

The DM will manage an engineering services team, supported by other specialized staff, to provide the technical capacity to carry out engineering assessments, studies, designs, preparation of tender documents, and provide technical support during tendering and construction management in the water, wastewater, and environment sectors.

Responsibilities of this position include, but are not limited to:

  • Assisting with the development of work activity scopes of work

  • Preparing and managing project schedules

  • Managing multi-disciplinary design teams of engineers, technical staff, and scientists to complete the work activities assigned by USAID

  • Establishing design standards for projects, coordinated with associated infrastructure project designs to provide an integrated design approach and consistent quality of tender documents

  • Preparing feasibility studies, environmental impact assessments, and Basic Design Reports

  • Overseeing the preparation of detailed designs, specifications, and tender documents to fulfill the defined scope of work, and for identified immediate needs and/or short-term needs

  • Managing in-country design teams and coordinating with US-based AECOM design teams

  • Leading design review meetings, recording and preparing meeting minutes, and tracking action items

  • Managing the development of project deliverables with the design team

  • Coordinating with in-country governmental agencies regarding government regulations, specifications, and design and construction standards

  • Coordinating with in-country government agencies for design review and approvals

  • Providing assistance and training to local staff, or local agencies and utilities as required through adapting the best international standards in conducting operation and maintenance in the water sector.

Minimum Requirements

  • Bachelor's degree in Engineering or related degree.

  • Eight (8) years of professional experience in water and wastewater infrastructure design.

  • Five (5) years at the level of engineering manager for large projects with multiple tasks or contracts, including feasibility studies and designs of water and wastewater projects.

  • Experience in developing and managing the preparation of design reports, drawings, specifications, and construction management manuals.

  • Experience in managing engineering subcontractors.

  • Experience in services during construction, including answering RFI’s, preparing addenda, and reviewing submittals.

  • Professional Engineer (PE) license, Certified Construction Manager (CCM), Project Management Professional (PMP), or related licensure/registration.

  • Ability to work and live internationally to support the project.

  • Ability to pass all necessary screening requirements, including successful background checks, substance abuse tests, and medical clearance.

Preferred Qualifications

  • Ten (10) years of professional experience in water and wastewater infrastructure design.

  • Previous experience working internationally to support U.S. government agency projects.

  • Must be a highly motivated self-starter with solid writing and verbal communication skills.
