Job Summary

The responsibilities of this position include, but are not limited to, those listed below:

Transit/Rail experience

  • Anticipate, identify evaluate hazardous conditions and practices. Research, read, understand, and interpret both regulatory and voluntary standards, codes, and laws for client. Conducts research of potential safety and security risks

  • Reviews engineering plans and specifications for system safety elements and fixed facilities. Formulate recommendations to client including engineering and administrative controls to design out hazards or reduce risk to acceptable levels

  • Utilize hazard analysis tools (PHA, OHA, FEMA, FTA) and risk assessment principles (MIL-STD 882) in evaluating identified hazards and acceptance of risks. To include adherence to accepted safety and security practices and criteria

  • Provide services to client for Fire/Life Safety Committee and Systems Safety and Security Certification Review Team including responses to inquiries of emergency response agencies. Conduct fire/life safety related integrated testing and document the results. Supports Contractors development of Design Certification Checklists. Participates in verifying Contractors Systems Safety Certification

  • Implements, administers and advise others on hazard controls and hazard control programs

  • Prepare documentation for safety and security activities and measure, audit, and evaluate the effectiveness of hazard controls and hazard control programs

  • Conduct third party comprehensive review of contractor Safety and Security Certification (Design and Construction) Checklist for review and acceptance of DART SSCRT for submittal to TxDOT

  • Verify Safety and Security Design and Construction Certifications Checklist for DART fleet of SLRV’s, Streetcars and Vintage Trolley Cars

  • Review DART System Safety requirements related to the specification, design, procurement, construction, manufacturing and testing of rail equipment, facilities and systems

  • Conduct analysis of system and subsystem design facilities, construction and operational procedures, including Preliminary Hazard Analysis (PHA), System Hazard Analysis, System Safety Certification, Crime Prevention Through Environmental Design (CPTED), Failure Mode and Effects Criticality Analysis, ADA Compliance

  • Develops/ redlines documents (manuals) required for Systems Safety Certification Program (SSCP), Systems Safety Management Plan (SSMP) and the Systems Safety Program Plan for Capital Projects

  • Perform safety assessments of facilities, equipment and system designs and installations to assure compliance with applicable DART, local, state, federal safety codes, standard and regulations

  • Provide safety input to program design, test plans, system requirements and contract documents

  • Ensure coordination of safety issues with other engineering and construction elements, including but not limited to communications, vehicles, signals, fare collection, traction electrification, track and right-of-way

  • Review submittals from contractor on Preliminary Hazard Analysis (PHA), Operating Hazard Analysis (OHA), etc.

  • Participate in systems and facilities pre-final and final inspections

  • Performs other duties as assigned
