Job Description

AECOM is actively seeking highly motivated Lead Control Room Operators in El Paso, Texas to work the third shift (9:00pm – 5:30am). Applicants will need to be able to demonstrate both administrative and staff leadership skills, present themselves professionally during periods of peak activity, be self-motivated when it comes to implementing improvement processes in conjunction with onsite TxDOT leaders, be a mentor/teacher to junior AECOM staff, and able to prioritize the successful execution of a wide range of information technology systems and traffic management project related tasks. The appropriately qualified applicant will need to clearly demonstrate their personnel leadership experience (or potential) and knowledge of the regional freeway and arterial roadways and their degree of computer and communication (i.e., dispatch and customer service) systems literacy. Applicants will also need to confirm their willingness and availability to work in a 24/7/365 environment which, on a routine basis, will include leading a shift of control room operators over the course of the third (midnight timeframe) shift.

The TxDOT El Paso Traffic Management Center (TMC) employs Control Room Operators and associated supervisory staff, these positions are responsible for monitoring and reporting incidents on the region’s roadways, freeway and arterial. The primary responsibility of these positions is to use intelligent transportation system devices to search for and verify incidents, communicate lane closures, and monitor congestion. Once the team member has confirmed the information, respective first responder agencies or other control and command centers are notified along with the distribution of traveler information to motorists through various methods including electronic message signs, traveler information systems, and sharing of information with local media outlets.

The Lead Control Room Operator will be trained and capable of performing all the functions of the traditional Control Room Operator when it comes to executing the below responsibilities. The environment is a professional and fast paced, with a technological focus around a teamwork approach to optimizing roadway performance and safety.

Control Room Functional Responsibilities Include:

  • Monitoring events and equipment status with closed circuit TV cameras (CCTV), incident response crews and TMC Lonestar software.

  • Managing and logging events and congestion using the TMC software and roadway detection devices, both electronic and in the field (e.g., speed sensors, CCTV cameras and Dynamic Message signs (DMS).

  • Coordinating and dispatching incident response crews to incidents in a safe, timely and efficient manner.

  • Detecting, confirming and tracking equipment faults affecting control room equipment (e.g., central system, computers, CCTV monitors, and large screen display units) and system field equipment (e.g., CCTV, VDS, DMS).

  • Coordinating with local TxDOT stakeholders on all control room activities while communicating essential and timely incident data with external clients at local, international, and other TxDOT operations (i.e., Ciudad Juarez, El Paso County, and Customers and Border Patrol (CBP)

  • Informing first responders of traffic related events involving injury and assisting with coordination of lane closures and diversion routes.

  • Coordinating incidents (to include signal system malfunctions) with local multiplicity such as City of El Paso when needed.

Lead Operator Functions Include :

  • Assisting TxDOT in scheduling AECOM Control Room Operators and confirming schedule adherence.

  • Once a Control Room Operator completes their initial training, serve as a skills mentor and recurrent training resource to AECOM staff.

  • Assume a leadership role during major roadway events, directing and quality checking Control Room Operator responses.

  • Serve as a communications conduit between the third shift and TxDOT TMC leadership during major roadway events and on a routine basis relating to all other operations activity.

  • Assist AECOM leadership in the timely and proper preparation of timesheets.

  • Coordinate with TxDOT leadership on staff leave requests, backfilling vacant morning and afternoon shifts with AECOM staff, and adjusting staffing levels for planned major events that may impact District travel conditions.

  • Prepare performance and activity reports as directed by TxDOT leadership.

  • Oversee the annual completion of all recurrent training administered through AECOM’s corporate online training portal.

  • Assist in the selection of new Control Room Operators.

  • Participate in special projects as requested by TxDOT leadership.

Work Conditions:

  • May be subject to short or no-notice work assignments during emergency situations.

  • Controlled, indoor environment with dimmed lighting.

  • Significant periods of sitting, CCTV monitor viewing, and data entry.

  • Heavy telephone and computer usage.

  • Closely supervised shift schedule; monitored performance with routine evaluation.

Qualifications

Minimum Requirements

  • HS + 2 or more years prior experience as a Traffic Monitoring Operator or other related experience.

  • Bilingual, fluent, English and Spanish

  • Willing to submit to a Drug and Alcohol screening

Preferred Qualifications

  • Associate degree

  • Emergency response or relevant experience

  • Prior experience working in a fast paced, technology infused, environment

Offered compensation will be based on location and individual qualifications. The expected range is $18.60/hour - $32.50/hour.
