Job Description

  • Uses technical expertise to direct subcontractors and subordinate staff throughout construction and remediation projects.

  • Requires proficiency in capturing scope in writing with the ability to translate to cost proposal.

  • Exhibits knowledge in management of subcontracts and related personnel with the ability to coordinate with cross-functional teams to resolve project issues and mitigate risks.

  • Ability to command a range of skills that promote and facilitate communication with key project stakeholders to ascertain project requirements.

  • Command strong organizational skills while acting as a liaison between Field Staff and Management Team

  • Capable of identifying plans and resources required to meet project goals and objectives and to monitor project performance to identify areas of improvement and make adjustments.



  • High School diploma plus 10 years of relevant experience or demonstrated equivalency of experience and/or education

  • Possess a valid driver’s license with a safe and acceptable driving record.

  • Must be a U.S. citizen.

  • Current certification of successful completion of the US Army Corps of Engineers (USACE)/Naval Facilities Engineering Systems Command (NAVFAC) Construction Quality Management for Contractors course.

  • Able to pass client background screenings when required by our contract - typically for working with federal clients.

  • ​Strong work ethic and the ability to work independently with minimal supervision as well as be able to work closely with and collaborate with a small team.

  • Reasonably thorough knowledge of construction practices and procedures.


  • Possess a Bachelor of Science (BS) degree in engineering, architecture, building construction, construction science, construction management, or a Bachelor of Arts (BA) degree in a business-related field.

  • Certified completion of a professionally accredited Quality Control Management Course (e.g., conducted by the US Army Corps of Engineers or an independent private company) within the last five (5) years.

  • Registration or Certification as a Professional Engineer (PE), Registered Architect (RA), Certified Construction Manager (CCM), or Project Management Professional (PMP) is desirable but not required.

  • OSHA Training

  • Strong work ethic and the ability to work independently with minimal supervision as well as be able to work closely with and collaborate with a small team.

  • Reasonably thorough knowledge of construction practices and procedures.

  • Ability to travel to Guam to work at assigned locations for at least a year with the ability to take approved leave of absences, preferably scheduled in advance.

Offered rate of compensation will be based on individual education, qualifications, experience, and work location. The salary range for this position typically is $83,000.00 - $145.000.00. Please note that this role can be based anywhere in the United States and compensation data will vary in each location, including higher or lower than the stated range.
