AECOM is seeking a Command and Control/Cyber Operations (C2/CO) Subject Matter Expert Level II to support our C2/CO team at the Navy Information Warfare Development Center (NIWDC) in the Hampton Roads, VA area. This position will provide subject matter expertise in all aspects of Navy C2/CO planning and coordination of networks in support of Fleet operations. This includes development of technical concepts and practices in order to support US Navy Electronic Warfare readiness across the DOTMLPF (Doctrine, Organization, Training, Materiel, Leadership, Personnel, and Facilities); support to Strategic, Operational and Tactical Planning; Operational Support and Fleet Training; Fleet C2/CO Training and Equipment Requirements Development and Support; and Workforce Development and Readiness Reporting.
Candidate must possess a Bachelor’s Degree and a minimum of ten (10) years’ experience supporting Navy Command and Control/Cyber Operations programs. Eight (8) years of additional C2/CO experience may be substituted for a Bachelor’s degree. Candidate must possess demonstrated experience in leading organizations supporting the management of global networks and providing network defense, developing C2/CO plans and doctrine, Navy concept development and experimentation, and organization/planning/communication skills to support all facets of the NIWDC’s mission. Candidate must be proficient at organizational dynamics, behavior and personnel development, and possess expertise in devising agency/organizational strategy, organizing business process improvement efforts, and implementing advanced methods, tools, and procedures to execute developmental strategy. Candidate must be proficient in Microsoft Office Tools. Must be a U.S. citizen with ability to gain and maintain a TOP SECRET/SCI clearance.
Possess a Bachelor’s Degree in a Computer-related field of study
Possess qualification as a Master Training Specialist (MTS)
Possess a minimum of ten (10) years’ of operational leadership experience equivalent to a US Navy shipboard Division Officer (0-3/4), Chief Petty Officer (E-7/8/9), or Chief Warrant Officer (CWO 3/4).
Possess extensive experience providing C2/CO support, and having knowledge and understanding of applicable technical concepts and practices in order to support C2/CO readiness across the DOTMPLF (Doctrine, Training, Materiel, Personnel, Leadership, and Facilities).
Be a JPME I or II graduate or be qualified as an Enlisted Warfare Specialist.
