Job Description

The FEMA Program Manager will oversee the implementation of Disaster Recovery Projects with an emphasis on FEMA PA funded programs.

FEMA Program Manager is responsible for analyzing and managing projects and resources in the recovery of communities affected by floods, hurricanes, wildfires, and other disasters through various funding sources, including FEMA Public Assistance (PA), FEMA Hazard Mitigation Assistance (HMA), HUD Community Development Block Grant – Disaster Recovery (CDBG-DR), and/or HUD CDBG Mitigation (CDBG-MIT). The FEMA PA Program Manager will provide oversight to functional leads and manage the distribution of resources within project(s).

The FEMA PA Program Manager responsibilities are as follows:

  • Oversee and direct the implementation of Disaster Recovery projects

  • Assist in the development of Scope of Work for project formulation;

  • Monitor and understand the financial performance of the project.

  • Utilize time management skills to create high-level strategies that aid staff in managing time, productivity, and effectiveness.

  • Exercise discretion and independent judgment in regards to operational decisions.

  • Develop project plans by creating project goals, budget, and deliverables. Identify project tasks, workflows, and resource requirements.

  • Coordinate program policy updates with client and project staff.

  • Monitor and report on progress of assigned projects and tasks to senior department management.

  • Provide support and direction to project team including training and technical guidance.

  • Oversee and coordinate with the project team on tasks to ensure schedule and budget are maintained.

  • Track and project deliverables using appropriate tools and provide reporting.

  • Oversee the implementation and operations of the project, which may include oversight and distribution of resources within the specific functional area.

  • Support departmental growth strategies and proposal efforts.

  • Assist state, local, territorial, tribal governments and non-profit organizations in administering FEMA and/or HUD grant programs for disaster recovery and resilience. This may include providing guidance to sub-recipients, reviewing documents for compliance with program requirements, and managing a wide variety of duties and responsibilities.

  • Exercise independent judgement to support clients on technical aspects of FEMA PA, HMGP, and/or HUD programs within the limits of applicable Federal and State statutes, regulations, policies, and procedures;

  • Advise on the development of policies and procedures as it relates to awarded grants or funding;

  • Perform risk assessments, record maintenance and provide oversight of compliance obligations;

  • Provide clients and/or program management with strategic guidance to maximize program efficiencies and benefits;

  • Monitor program execution and documentation for compliance with federal regulations;

  • Monitor revenue and expenditures and formulate budgetary projections of allocation;

  • Manage major project efforts, requiring complex coordination across multiple systems and processes.

  • Provide consultation and expert advice to senior department management.

Qualifications

Minimum Requirements:

  • BA/BS and 8 years of related experience or demonstrated equivalency of experience and/or education

Preferred Qualifications:

  • 10+ years of demonstrated past performance with FEMA Public Assistance, FEMA Hazard Mitigation Grant Programs, HUD, or other relevant programs at the state and/or federal level;

  • 5+ years managing a program, project or functional area

  • Advanced knowledge of FEMA’s Public Assistance Program and Policy Guide and regulatory documentation such as the Office of Management and Budget (OMB)’s Uniform Guidance 24 CFR, Davis Bacon, and/or Section 3;

  • Possess flexibility to respond to and manage different tasks, often with competing priorities;

  • Excellent verbal and written communication skills;

  • Ability to work in a team environment;

  • Advanced time management skills which utilize high-level strategies in managing time, productivity, and effectiveness;

  • Strong work ethic and ability to work independently.

Additional Information

Offered compensation will be based on location and individual qualifications. The expected range is $140,000.00 - $190,000.00.
