The Contract Administrator will be responisble for executing purocurement activities and providing contract administration support of task order proposals for the NASA Ames project at Moffett Field, CA

Specific responsibilities inclulde interfacing and corresponding with potential subcontractors, developing sourcing/evaluation strategies, identification of potential subcontractors, source selection, coordinating export control compliance, preparation and issuance of requests for proposal (RFPs) with appropriate Customer flow down terms and conditions, conduct bidders conferences, proposal evaluation, conduct negotiations to meet subontractor targets, schedule terms and conditions, payment terms, administering resultant subcontracts, compliance with the Federal Acquisition Regulation (FAR) and NASA FAR Supplement (NFS) regulaitons and AECOM subcontracting policies and procedures, validate pricing, maintain subcontract files with proper documentation.

Additionally, the Contract Administrator is responsible for management of subcontract modifications, which includes coordination of required additions, deletions, or other modifications or formal documentation of communication to/from subontractors, arranging and participating in subcontractor meetings and controlling and reporting subcontractor progress.

Responsibilities include:

  • Coordinates and provides review, administration and compliance activities for industrial, commercial and government contracts/subcontracts of smaller scope and complexity.

  • Supports contract review, acceptance and compliance through one or more of the following: reviews proposed terms and conditions of a contract during the solicitation process and identifies nonstandard terms and may recommend modifications to contract language, works with project manager and client/government representative to review and resolve questions or issues related to contract compliance or terms and conditions of the contract, prepares reports related to contract spend and progress, conducts compliance reviews and ensures corrective actions are completed in a timely manner, and assists with reviews required for contract closure.

  • Employee follows standardized instructions or procedures, and works under direct supervision assisting higher-level contract administrators.

  • Work is checked for accuracy, adequacy, and adherence to instructions.

  • Degree or equivalent preferred.

Minimum Requirements

  • BA/BS + 4 Years of relevant work experience or demonstrated equivalency of experience and/or education

  • 4+ years of experience in U.S. Federal Government procurement, contracts, subcontractors, or related field.

  • The successful candidate will have experience working with multiple subcontracting formats, including Firm Fixed Price (FFP), Cost-Reimbursable, and process knowledge relating to special payment provisions (progress or performance based payments).

  • Understands the proposal process, pricing instructions, terms and conditions, and be able to to determine the acceptability of subcontractor proposals received.

  • Possesses strong writing and communication skills
