AECOM Program Manager - Power/Utilities in New York City, New York

Job Summary

AECOM is seeking a Program Manager to support a utility industry client, that will be based in either NYC, NY or White Plains, NY.

  • Report to the Client’s Project Manager and/or the Project Engineers to ensure that equipment and systems meet design, code and licensing requirements, and operating and maintenance intents.

  • Adhere to and ensure compliance with the Project Management Policies and Procedures.

  • Coordinate and oversee all activities relating to engineering, design, and procurement for the project.

  • Prepare a recommendation for contract award including any material necessary for the Trustee ratification process

  • Coordinate review of engineering drawings and specifications as they relate to project objective and constructability and make recommendations concerning acceptance, rejection and/or changes.

  • Coordinate design review meetings and reconcile review comments from members of other groups within the Client in order to maintain the project schedule.

  • Prepare the overall project plan and project schedule to establish milestone compliance measures and insure project completion on time and within budget. This includes, but limited to, providing engineering, design and procurement input during project planning.

  • Responsible for projects from initiation through close-out and will be required to create project schedules and job scopes and assist with project budgeting and cash flow.

  • Compile bid packages, evaluate proposals and prepares bid evaluations as they relate to engineering concerns and overall project completion, including construction sequence and coordination of the construction outages, including RFP, Division I and preliminary bid line items.

  • Provide field staff with input and consult with Engineer-of-Record on design changes required during construction, clarification of design and support issue resolution to maintain schedule.

  • Manage design changes once bid drawings are issued and ensure compliance with the Client’s change control procedures. PE/PM must assure proposed design changes are cost effective.

  • Develop a tracking log for managing all RFI's submitted for the project and guide the RFI through the proper personnel until a final response is issued to the contractor(s).

  • Monitor delivery schedules.

  • Coordinate with and resolve applicable QA/QC items.

  • Coordinate the submittal process including tracking, review and approval all vendor drawings, safety documentation, materials, equipment and data.

  • Provide project/program monthly status reports, which includes but not limited to scope changes, financial summary, milestone schedule, and one-month look ahead.

  • Prepare a project (electronic/digital) binder that will require all documentation to be organized and stored in, as the project progresses from initiation through completion.

  • Prepare and/or track project/program cost estimates and provide project health reporting as requested.

Level specific responsibilities:

  • Manages more complex projects that tend to be larger in scope and dollar, thereby increasing the potential for larger change orders and consequences of error.

  • May act independently as the IE representative with consulting firms and ensures that the final product reflects the original scope and budget requirements.

  • Manages projects which have greater complexity than a Program Manager III.

  • Increasing responsibility for leadership of direct reports.

Minimum Requirements

BA/BS plus 10 years of relevant experience or demonstrated equivalency of experience and/or education.

Preferred Qualifications

  • Experience with NY and/or Northeastern US utilities

  • PE and/or PMP license

  • Engineering or technical degree
