Job Summary

AECOM is hiring a TMC Assistant Operations Manager based in Orlando, Florida. This position is responsible for assisting the Operations Manager in the day-to-day oversight of two transportation management centers (TMC) while maintaining communications with Turnpike management and stakeholders during active incidents and events impacting the 498-mile statewide toll road system. As a key member of the leadership team, the TMC Operations Manager plays a proactive role ensuring the 40+ TMC operations staff aggressively detects incidents; provides timely, accurate traveler information to FTE customers and the TMC coordinates with first responders on safe traffic incident management to comply with Florida’s Open Roads Policy goals and objectives.

Responsibilities include, but are not limited to the following:

  • Provides project management support and helps develop and implement the TMC Concepts and Protocols (SOGs).

  • Assists in the day-to-day management of the TMC staff and resources including problem resolution concerning TMC operations.

  • Participates in periodic TIM and TMC coordination meetings and ensures appropriate interagency coordination.

  • Provides TMC tours, presentations, and other requests.

  • Ensures performance of daily maintenance checks of the system and all ITS field devices.

  • Assists in development and maintenance of the inventory database for all equipment residing within the TMC.

  • Prepares monthly reports of performance measures for operators and supervisors.

  • Assists in preparing a monthly report on the performance of the system based on predefined measures of effectiveness.

  • Assists in the semi-annual update of the SOGs to conform to the current status of the TSM&O deployment, software systems, DEPARTMENT/FDOT policies and industry standards.

  • Assists in training operators and assists in overseeing the certification process.

  • Coordinates ITS field devices repair and maintenance activities.

  • Provides adequate staff coverage for the TMC Operations.

  • Writes all technical documents for the TMC including, but not limited to: TMC SOGs, Emergency Response Plan and training manuals.

  • Develops and updates training materials overseeing the TMC training certification process.

  • Assist in ensuring adequate staff coverage meeting all contractual requirements.

Minimum Requirements

  • BA/BS + 6 years of related experience or demonstrated equivalency of experience and/or education.

  • Minimum of five years of experience required in a supervisory role in a transportation, public safety, or commercial operations environment.

  • Direct experience with the day-to-day operations of a similar center with radio and phone communications experience.

  • Understanding of TSM&O and traffic engineering principles along with a general knowledge of Intelligent Transportation Systems (ITS).

  • Skilled in the use of Advanced Traffic Management Systems.

  • Available to work alternate work schedules and be on-call twenty-four (24) hours/day. On-site availability required during periods weather or civil disasters.

  • Skilled in the use of standard software applications, such as Microsoft Office (Word™, Excel™, PowerPoint™, Access™ and Outlook™).

  • Ability to write and prepare technical and performance reports, management presentations, spreadsheet analysis, and interoffice communications.

  • Conduct day-to-day management of the TMC staff and resources, including problem resolution concerning TMC operations.

  • Ensure the TMC operations are conducted within the design parameters, Turnpike policies and procedures and industry standards.

  • Participates in periodic Traffic Incident Management (TIM) meetings, TMC coordination meetings and ensures appropriate interagency coordination on planned and unplanned events.

  • Coordination of TMC public relations activities such as the external and internal TMC marketing efforts, TMC tours, and presentations.

  • Determines and uses existing measures of effectiveness for the TMC in terms of efficiency and effectiveness in providing transportation management, traveler information, and incident management.

  • Oversees updates of the Concepts & Protocols manual to conform to the current status of the TSM&O deployment, software systems, Turnpike policies and industry standards.

  • Florida driver’s license in good standing.

Preferred Qualifications

  • Bachelor’s degree, or the equivalent of eight (8) years of experience in operations of a facility similar to the TMC.
