Job Description

We are currently recruiting for a Program Controls Manager to join us at our Panama City office. The selected candidate will be an exceptional leader with proven expertise in managing and coordinating Program Controls for programs that are large in size, are of high strategic value and/or have a high level of execution complexity.

Your day-to-day will include but not be limited to the following tasks and responsibilities:

  • Provides senior-level oversight for program controls activities, ensuring alignment with the strategic objectives set by senior leadership.

  • Provides expert guidance and oversight to project controls teams, ensuring the effective management of individual project elements.

  • Leads the coordination efforts across multiple projects within the program, ensuring seamless integration and alignment with overarching program objectives.

  • Proactively identifies and addresses interdependencies between projects,

  • Engages in strategic collaboration with project managers to ensure optimal resource allocation and utilization.

  • Facilitates clear and concise communication between project teams, stakeholders, and senior leadership, providing insightful and actionable updates.

  • Maintains close working relationships with senior leadership to define and refine program-level objectives with precision.

  • Delivers comprehensive and regular updates to senior leadership on program progress, challenges, and achievements, ensuring full transparency and accountability.

  • Highly capable of shaping and advancing the organization's program controls capabilities.

Qualifications

Minimum Requirements

  • BA/BS in Project Management, Architecture, Engineering, or Business + 8 YORE or demonstrated equivalency of experience and/or education

  • Fluent Spanish and Advanced English.

  • Experience in similar positions for mixed-use building projects or programs with over 30,000m2 of total built area.

  • Deep understanding in all underlying concepts and principles of program controls, paired with extensive experience to provide insights, thought leadership and the evolution of the discipline.

  • Understanding of and ability to articulate the differences and nuances between the role of program controls and that of project controls.

  • Demonstrates a high level of capability in establishing, managing and maintaining a robust and realistic baseline, assessing performance, providing meaningful insightful analysis to support proactive management of the program, facilitating deliberate, evidence-based decision-making in order to enhance delivery confidence, manage risks, and provide assurance in program outcomes.

  • Demonstrates a high level of capability in both project and program controls, reaching the required level of technical excellence in AECOM Program Controls Competencies and skills.

Additional Information

Preferred Qualifications

  • BA/BS in Project Management, Architecture, Engineering, or Business plus 15 years of related experience or demonstrated equivalency of experience and/or education.

  • 10+ years of experience in project controls and/or management.

  • PM certificate by any organization; PMI, PMP, ... etc.

  • Experience in integration of controls - scope, cost, schedule, risk reporting.

  • Experience in Microsoft Power BI report tailoring for program specific needs.
