Job Description

Our AMTRAK team is seeking a Senior (Deputy Program Manager) for Construction. This is a REMOTE US based position with 20% travel.

The Amtrak ADA Stations Program (ADASP) is responsible for bringing Amtrak stations into compliance with the Americans with Disabilities Act. The ADASP implements design and construction of infrastructure improvements to provide accessibly to Amtrak’s intercity rail transportation system. This position will be part of a Joint Venture (AECOM & Jacobs) that is providing staff and services to Amtrak.

Deputy Construction Manager (Deputy Program CM) Responsibilities

The Nationwide Construction Manager is responsible for the overall Construction Management of the ADA Stations Program (380 stations in 46 states). The Deputy CM supports the National CM, which includes administering many of the same responsibilities. Responsibilities include:

  • Construction Management at Amtrak stations on a national basis

  • Development and implementation of staffing plans for CM staff Support a culture of safety on all projects

  • Support Amtrak with the continued multi-year planning of construction projects

  • Support Amtrak’s procurements of construction contractors and consultants

  • Act as the primary point of contact for construction oversight

  • Provide oversight of the Construction General Contractor (GC) during construction, monitor construction status, schedule, issues, and develop resolution and mitigation strategies, with assistance from regional on-site resident engineering, management, and quality assurance personnel

  • Interface with other Department Leaders including interface with procurement

  • Provide guidance regarding construction quality issues and non-conforming work, schedule impacts, change orders, and other issues

  • Ensure punch list, substantial completion inspections, special testing, equipment commissioning, training and final close-out of stations construction is satisfactorily completed

  • Work with design teams to provide constructability reviews and Amtrak Operations to ensure construction work does not impact active station operations

  • Report construction status as requested. Ensure Audits take place to verify the procedures are implemented

Additional Construction Manager responsibilities which might be supported by the COTR/Resident Engineer:

  • Keeping Amtrak informed of project progress and project issues.

  • Monitoring the construction for cost events, schedule, safety issues, quality issues and overall administration

  • Preparation of monthly reports if required by Program Director

  • If the RE is not available, running weekly project progress meetings with GC, CM and other required personnel, including developing and maintaining meeting minutes. Minutes to address, at a minimum; safety, quality, budget, schedule, and project issues. Specifications provide a recommended agenda.

  • Ensure the CM Staff is documenting the Project with all required documents, records, and corresponding storage of these Project documents and records in unifier.

  • Ensure the Project Close Out Process is completed.

  • Support the processing and review of GC requests for progress payments.

Contracting Officer’s Technical Representative (COTR)/Resident Engineer (RE) Responsibilities

The Construction Manager (aka Contracting Officer’s Technical Representative (COTR)/Resident Engineer (RE) is responsible for providing technical and construction oversight of several concurrent construction contracts throughout the contracting life cycle from solicitation through final acceptance of contractor’s work and contract closeout. The COTR/RE is the appointed technical liaison between the Contracting Official and a contractor. The COTR/RE monitors the contractor’s performance and provides technical advice to the Contracting Official and contractor within the scope of work for a contract. The COTR/RE is the primary point of contact regarding a contractor’s performance.

Construction projects will be at locations throughout the continental U.S.A. The COTR/RE’s work is performed primarily remotely (off-site approximately 80% of working time) with travel required to project locations to review the contractor’s work (on-site approximately 20% of working time).

The COTR/RE works directly with the Contracting Official, Design Manager and Designer of Record, and reports directly to the program’s National Construction Manager.

Qualifications

Minimum Requirements:

  • Bachelor's degree in Architecture, Construction Management, or Engineering plus 8 years of related experience or demonstrated equivalency of education and/or experience.

  • Due to the nature of work, U.S. Citizenship is required for this position.

Preferred Qualifications:

  • Registered Architect, PE, CCM, or PMP

  • 10 years of construction management experience

  • Working knowledge of Microsoft Office Suite.

  • Construction oversite and inspection experience with a focus on facility renovation, historic preservation, rail transportation and ADA compliance.

  • Possess a valid license to drive within the U.S.A.

  • Communicate fluently in both the spoken and written English language

  • Willing and able to travel out of town +/- 20%

Offered compensation will be based on location and individual qualifications. The expected range is $135,000.00 - $195,000.00.
