Job Summary


The Work Control Subject Matter Expert (SME) reports to the C&O Maintenance and Hoisting and Rigging Program Manager. The C&O Work Control SME is responsible for assisting the C&O Maintenance and Hoisting and Rigging Program Manager in the development, implementation, and compliance with activity level work control requirements for assigned Waste Treatment Plant equipment and structures.

This position shall be performed under the day-to-day direction, control and supervision of WTCC.


  • Maintaining expert knowledge in the work control field and technical expertise in work control requirements and their associated implementing documents for C&O activities.

  • Understanding the applicability of allocated requirements for the C&O Work Control Program.

  • Ensuring C&O Work Control Program requirements are appropriately reviewed, allocated, sub-allocated, assigned, traced in the RMS, effectively implemented, and verified.

  • Developing implementing procedures for the C&O Work Control Program.

  • Evaluating the adequacy of requirements implementation of the C&O Work Control Program and through the assessment and oversight of performance of the processes that implement the program.

  • Identifying the scope of changes and impacts and apply Earned Value Management System tools to those changes, when applicable.

  • Participating in the development and delivery of training necessary for implementation of the C&O Work Control Program

  • Providing oversight of training, qualifications, effectiveness, and efficiency of the C&O Work Control Program and their implementing processes.

  • Identifying and implementing actions to promote improvement, resolve issues, and correct deficiencies in the implementation of the C&O Work Control Program.

  • Ensuring integrated safety management system elements and nuclear safety and quality culture elements applicable to the C&O Work Control Program are clearly identified and effectively implemented within these programs’ documents and maintained effective.

  • Providing input and concurrence on Project activities in the scope of C&O Work Control Program.

  • Interfacing with other program requirement area managers (RAMs) and subject matters experts (SMEs) to ensure interfacing references and dependencies are understood and maintained current.

  • Presenting the C&O Work Control Program to others who have a need to understand the purpose, scope, and details of the processes managed in these programs. These presentations groups include: peers (RAMs/SMEs), management, external reviewers/assessors/auditors.




(EFNM) Exposed Field Non-Manual

AECOM has joined with Bechtel to create an LLC, known as the Waste Treatment Completion Company (WTCC) to construct, start-up and commission the world’s largest radioactive-waste treatment plant for the U.S. Department of Energy (DOE) in southeastern Washington state. The project will use vitrification technology to process and stabilize 53 million gallons of radioactive and chemical waste currently stored at the Hanford Site which is a byproduct of plutonium-production during World War II and the Cold War era.

The project is the largest undertaking of its kind ever and one of DOE’s most technically challenging cleanup projects—equivalent to building two nuclear power plants. Its construction site spans 65 acres and includes facilities for pretreatment, low-activity waste vitrification, and high-level waste vitrification, as well as an analytical laboratory.

Minimum Requirements


Education: Bachelor degree in engineering, architecture, or science or equivalent education or specific training in area of expertise.

Experience: Department of Energy, NRC, or Naval Nuclear Propulsion Program experience desired. Minimum of 8 years of experience in implementing DOE work control requirements (DOE O 433.1 series and associated guides and handbooks) at DOE facilities. Demonstrated ability to incorporate requirements into project implementing documents and in maintaining these documents current with source requirements.

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m.
