The responsibilities of this position include, but are not limited to:

  • Provides functional leadership and support to a wide variety of standard and specialized procurement activities

  • Provide leadership, direction and professional development for procurement specialists in Brazil

  • Drive performance through collaboration, active resource allocation and rightsizing of team

  • Active stakeholder management to solicit feedback for continuous improvement

  • Be a procurement focal point for country management as well as international functional management

  • Provides leadership and direction for procurement specialists in Brazil

  • Issues RFIs/RFPs, negotiates, awards, and administers subcontracts and purchase orders in Firm-Fixed Price, Time and Material, Labor Hour and Cost Reimbursement environments

  • Responsible for all aspects of sourcing and subcontract administration, as well as challenge the business when projects depart from basic procurement principles Interface with technical organizations in development of pre-procurement plans, statements of work, and costs estimates

  • Negotiates, places, and administers purchase orders and modifications with suppliers for complex material and service requirements following established policies and procedures

  • Prepares written procurement documents such as justification for award, negotiation memorandums, and cost/price analysis

  • Works with Accounts Payable to address tax implications

  • Reviews and settles claims and termination actions

Minimum Requirements

  • Bachelor’s Degree in Engineering, Business or Supply Chain

  • 10+ years of related experience in procurement and subcontracting of services to include a minimum of 5 year managing a team of procurement professionals

  • Prior experience with presenting and reporting of strategies and award recommendations as well as general performance metrics to senior management

  • Experience with leading strategic and tactical sourcing operations, executing competitive sourcing events, negotiations of terms and conditions, and other procurement related matters

  • Ability to work independently and drive multiple simultaneous procurement processes in an international matrix organization.

  • Experience supporting industries such as Oil and Gas, Environmental, Construction

  • Ability to communicate clearly and effectively (written/verbal) in English

  • Proficiency in Microsoft Office: Excel, Word, and Outlook required

Preferred Qualifications

  • Master’s Degree

  • Proficiency in subcontracting for Professional and technical Services, Staff Augmentation, travel

  • Ability to recognize and consider inter-dependencies between internal clients, subcontractors, and other stakeholders

  • Strong Analytical and Problem Solving skills

  • Strong commercial focus

  • Proficient in Spanish

  • Good communication
