Job Description

AECOM is seeking a Special Projects Manager to be based in Seattle, Washington. This is a part-time position which is open to remote work.

JOB SUMMARY:

The Special Projects Manager works in the program delivery group, which is part of the California High-Speed Rail Authority Project’s Environmental Services Branch and reports directly to the assistant Environmental Services Manager. They will work closely with and advise client staff, legal counsel, and other team members throughout projects’ environmental clearance under NEPA and CEQA. This position requires excellent writing and analytical skills. This individual provides a wide portfolio of responsibilities specific to environmental review documents including working with client regarding project delivery, schedule and budget issues, technical review of environmental documents prepared by the regional consultant teams, compilation and delivery of the administrative record for each environmental document, and revising the client’s environmental methods as needed. This individual must have extensive expertise in CEQA and NEPA.

JOB RESPONSIBILITIES:

  • Direct senior and mid-level staff in coordination with regional consultants.

  • Manage scheduling and budgeting for special projects. This includes keeping regional consultants on schedule.

  • Provide oversight and technical review of environmental documents (EIR/EIS, ISMND/EAFONSI) prepared by the regional consultant or PDS teams.

  • Participate in Outreach activities with project stakeholders.

  • Oversee compilation and delivery of the administrative record for each environmental document, and revising, as needed, the Authority’s environmental methods.

  • Provide project oversight for specific projects, such as the Heavy Maintenance Facility CEQA/NEPA document and Authority’s regional solar project.

  • Coordinate/communicate with various branches of the CHSR Authority, including environmental, strategic delivery, infrastructure delivery, engineering, land acquisition and legal branches.

  • Develop strategic plans and schedules.

Qualifications

MINIMUM REQUIREMENTS:

  • BA/BS + 10 years of relevant experience or demonstrated equivalency of experience and/or education

PREFERRED QUALIFICATIONS:

  • A Master’s degree in environmental planning or a closely related field.

  • At least 15 years of experience delivering California environmental clearances for complex infrastructure projects and programs, leading broad teams/efforts of senior specialists and managerial staff, and a strong working knowledge of program stand-up and management.

  • Expertise in federal (NEPA) and state (CEQA) environmental law and processes as well as other relevant state and federal laws and regulations. Understanding of federal and state regulatory permitting requirements.

  • Experience in large multi-regional linear transportation projects.

  • Ability to work independently, problem-solve through creative processes and establish partnerships with project management, client representatives, government agencies, and other organizations.

  • This person must be able to function well in a fast-paced, changing environment under demanding deadlines.

  • Excellent analytical, verbal, and written communication skills.

  • Ability to analyze and inspire innovative solutions to unique or complex challenges.

  • Ability to liaise with senior executives, officials, and officers.

  • Able to demonstrate a high level of organizational ability.

  • Capable of pivoting and re-prioritizing to meet changing program needs and deadlines.

  • Offered rate of compensation (Washington locations only) will be based on individual education, qualifications, experience, and work location. The salary range for this position is $123,000 - $227,000.
